HR is very weak,
Enterpreneurial, but Idea owners have no teeth,High attrition rate,

EB is A+, but HQ powerless in front of regional managers

Lot of strategy on paper, the regional markets have the right to refuse your hard work.

Many BUs have strong leadership, but the lead level managers are poor.
